A European directive is a legislative instrument of the European Union (EU). A directive is binding in the sense that the result is to be achieved by each Member State to which it is addressed. The Member States themselves are left to choose how they achieve this result. Unlike a European regulation, a European directive must be transposed into national legislation.
Directive – Based Interpretation
National regulations on a particular subject should be interpreted as much as possible in the light of the European directive on that subject. This is called a directive-based interpretation.
