A so-called “European regulation” is a European decision of general application. A European regulation is binding in its entirety and directly applicable in every member state of the European Union (EU).

Binding

A European regulation is binding in its entirety. This means that a regulation does not have to be transposed into national law first, but is directly binding. This is different from a European directive that must first be transposed into national law.

Direct Effect

A regulation has direct effect. This means that legal subjects in the EU can derive rights and obligations directly from the Regulation.
